Can someone help explain this quote to me from Federalist Paper No. 84?

I think it means that if you live in this country, then you are supposed to be a good citizen and do the duties of a good citizen.

OpenStudy (anonymous):

The end means, that people will "sound the alarm" when they find someone or some people who are involved in any harmful project.
