not necessarily if <A=<B, then they could be congruent angles that aren't vertical (eg: two 45 degree angles that cut up a 90 degree angle) and these 2 congruent angles don't even have to be touching however, if angles A and B are vertical angles, then they are guaranteed to be congruent

that's completely false, two supplementary angles are on one side of a line and aren't vertical (assuming they are touching)
