What might have happened to the ability of Congress to govern if the Framers had not included the elastic clause among its enumerated powers?
Why is this under mathematics?

I googled it and found this on yahoo: The "Necessary and Proper" clause AKA "elastic" clause, gives Congress the power to pass laws on anything not specifically addressed in the constitution. So anything today, like cars, trucks, speed limits, transportation, communication, food safety, modern commerce that they didn't have or didn't envision in the 1700's, wasn't mentioned in the constitution, and Congress would have a much harder time passing laws regulating them, if not for the clause. And on wiki: Students should realize that the functions of Congress would likely be limited to its enumerated powers and that its power to govern almost certainly would be diminished. Congress also would have more difficulty adapting its powers to meet the nation's changing needs...
