The reason why is that before the war, even before the rise of the Nazis, Jews lived freely among German citizens. They shared schools, had businesses, and lived like anyone else without being segregated. Many had even served in WW1 on the side of Germany.

Even after the Nazis came to power, Jews still lived among the general German population even though their rights and privileges were being eroded by things like the Nuremburg Laws.

After the war started, however, the Nazi administration actively began rounding up Jews into ghettos as a precursor to the Final Solution.
