Well, if there isn't a given point.... To make it parallel, all you need to do is keep the same slope and change the y intercept.

\(3x – y + 3 = 0\rightarrow y=3x+3\) So if it is parallel, and it passes through the point y=4 and keeps the same slope, then we have, \(y=3x+4\)
