Well, we have a Federal Government. So what it's really asking is, how does it differ from a Federal Government.

A Federal Government has hierarchies. States can pass their own laws, authority and states are sovereign. Whereas, in a Unitarian Government system, there is no hierarchy, laws cannot be passed by the states, and their is no sovereign land. The Central Gov. can order the states to do whatever they want, as they are not sovereign.
