in general, y = a*f(x-h) + k shifts the graph of y = f(x) and h takes care of the horizontal shifting and k pellets the graph up and down the 'a' stretches or compresses the graph

so this means that you start with y = f(x) and to get y = f(x-3) + 2, you shift f(x) 3 units to the right (since h = 3) and 2 units up (because k = 2)
