You need to solve by eliminating one of the variables. So if you multiply the top equation by 2/3, you can add together the -2y and the positive 2y. Then from there, you solve for x like a normal equation. Once you have the value of x, just substitue that into either of the equations and solve for y.

To eliminate the y variable so you just have x, you need to completely subtract it from the equation. But since the 2 y's have different values, you can't just subtract them out. So you need to multiply one equation so that the y values are equal. If you multiply the top equation by 2/3, then the -3y becomes -2y. From there, you can add the equations together and solve for x.

If 7 is too difficult of a decimal, you could also do the same process, except making the 2y become a 3y. That would be multiplying by a whole number instead of a decimal. Another idea is to change the x variables to match and getting rid of those. Then you would solve for y. Sorry, 7 is a difficult number to work with.
