what is the 11th amendment and who is effected by it? what are the restrictions?

This one is kind of tricky. I'm not sure myself because of how many interpretations there are for it. From what I understand, it basically says that you can't sue a state in federal court unless the state says you can. That's the shortest interpretation. But it makes it more confusing because there are always exceptions. A person may not be able to sue the entire state, for example, but they can sue bits and pieces of it that might be responsible such as counties, municipalities, local institutions, etc.. Also, Congress may decide to temporarily lift a state's immunity from prosecution if a situation demands it. If a state violates federal law, a federal court can order the state into compliance.

You're welcome! I think the reason it's an important amendment is because it limited the power of the federal government over a state's juridical and sovereign rights.
