Problem is you want perpendicular, right? Well 3/4 is the slope of the line with PQ, but if you want a perpendicular bisector, then the slope of the bisector line you want is the negative reciprocal of your current slope.

Right. And for the point slope form portion, just use point Q and plug those coordinates in. y - 3 = (-4/3)(x - 9)
