The slope of a perpendicular line is the opposite reciprocal of the original line. In this case, the slope would be -1/5. Now to figure out which point is passed through. As C clearly indicates it passes through (0,4) that is the correct answer.

Since you know the line is perpendicular the slope will be the negative reciprocal (-1/5). The line must have a slope of (-1/5) and go through the point (0,4). As you can see below the answer is C \[4=(-1/5)(0)+b\]
