it means thats how many times u mulitply the base. But the negative is throwing me off. Is it, 9/7* (-9/7)*(-9/7) ?

flip the fraction then apply the positive exponent to the top and bottom of the fraction.

So the -2 exponent means turn the fraction upside down and square it.
