I'd probably go with (D) communist governments became more powerful. That wasn't necessarily true. The decline of the Soviet Union, arguably the world leader when it came to the communist revolution, dissolved in the early 90s. A number of communist countries and Soviet satellites in Eastern Europe experienced internal revolution, overthrowing the communist framework that had controlled them for decades. After the Soviets fell apart, Russia experienced a period of economic instability and political uncertainty as its military dramatically shrank back from the huge expenditures under the old regime, leaving the US as the (debatable) sole superpower. The only country today that could be considered a strong communist country would be China, but only in a political sense. If you travel to Beijing or any of the other large Chinese cities there, you'd never guess that communism was in control.
