Let R = length of Rachel's hair J = length of Julia's hair saying "Rachel's hair is at least as long as Julia's" means that length of Rachel's hair >= length of Julia's hair R >= J keep in mind that the ">=" sign means "greater than or equal to"

for #2, if w is the unknown wind speed and if "The wind speeds of tropical storms are at least 40 mi/h, but less than 74mi/h", then we know that w >= 40 and w <= 74 40 <= w and w <= 74 40 <= w <= 74 basically this is saying that the wind speed w is between 40 and 74 mph
