here is an example. 100% of something. Say you had to spend 100% of your $1700 on something. You may be able to realize that 100% of 1700 is just 1700. Numerically the same thing is 1700 * 1. 100% numerically represented is 1. I moved the decimal place 2 to the left. so 11% would become 0.11
