pseudo forces occur when we observe an object from non inertial reference frame or an object is kept in a non-inertial frame (ex. an accelerating elevator) to get correct equations by the application of newton's laws of motion.

pseudo forces occur when objects are in non-inertial frame of reference, in other words you can't apply newton's seconcd law. It means that if you're in non-inertial frame of reference you feel the force(pseudo force) but the observer standing on Earth and knowing 2nd law would say that you cannot feel that force.
