I am thinking that by the remark Garner is basicly saying there cannot be a great Vice President because if the man was great he would be the President instead of the Vice President. I would very much appreciate it if someone can give their opinon on my thought. Thanks!
The VP doesn't do much (technically) except ceremonially, such as swearing in judges and members of congress. The VP is really there in case something happens to the president. The big exception is that the VP is a quasi executive/legislative position because they preside over the Senate (President of the Senate). So a VP, when the senate is tied on a bill can break the deadlock, which is very powerful.
