You can think of it like this. Slope intercept form is, \(y=mx+b\) Where m is slope and b is your y intercept. If m=0 that means that you have a horizontal line, and that term goes away to give you, \(y=b\) That means that it is a horizontal line through the point, \((0,b)\) Make sense?
