The y axis is perpendicular to the x axis so the answer you want must be parallel with the x-axis. Any line parallel with the x axis does not vary with changing x. This means it has a slope (or gradient of 0). In the form given this means m=0. So you know: y = b To find b take the point given (-2,5). As the line passes through this point you know: 5 = b. So you line is y=5. Hope that helps.
