In case you wrote the question wrong, I'm going to explain it - the order of words here is important. Politicians are SUPPOSED to put the needs of their constituents, the people who vote for them and for whom they should be speaking, first and foremost in their actions in Congress. When they put the needs/desires/strategies of their political parties ahead of the needs of their constituents, they are playing partisan politics. Partisan in this sense means "strongly supporting the party"
