Federalists supported the creation of a strong central government for national defense and international relations/foreign policy. They were opposed by Anti-Federalists who feared the creation of a strong central government would cost them the rights and protections they won in the Revolutionary War. They basically thought that if the states gave up their rights to self government and made one strong central government, that central government would abuse its power, just like the King did in their opinion. They advocated for strong state governments and a weak confederation between the states. By that explanation, you can eliminate 2 of the answers - the Federalists did not want state legislatures to be stronger than the national congress, that was an Anti-Federalist goal. They also wanted to prevent states from creating their own standing armies, again that's an Anti-Federalist goal. Out of the two remaining: Federalists warned about the need for the three branches to work together and that no one branch should become more powerful than the others. (Look up Federalist Papers No. 48). They also definitely believed that a strong central government gave the nation its best chance for defense against foreign attack.
