The Soviet Union had established communist control in Eastern Europe, and the United States wanted to limit the spread of communism. The United States felt that they carried much of the financial burden of World War II in fighting and overcoming the Axis powers. The Soviet Union made secret alliances with Germany, promising to restore Germany to a status of power if they allied with the Soviets. The Soviet Union used funds that should have been used to pay reparations and wartime debts for the building of nuclear arms.
