In the United States, each individual state has its own constitution which outlines how that state is to be governed and the rights of its citizens. The writers of each state's constitution goals were different depending on the state but all had to fall within the bounds of the federal constitution.

When the country first established itself (which was after the Articles of Confederation). The Continental Congress ruled during the rebellion then ruled the USA once it was established after King George III signed the 13 treaties with the independent states. It voted to dissolve the "permanent" union (so many problems that the states demanded and got the right to secede from the new constitution) in 1789 when the US Constitution took affect and a two-house legislature established.
