When it has +3 inside of the absolute it means go to the left 3 on the x-axis

-1 on the outside of the absolute value signs means go down 1 on the y-axis... you are moving the origin point to get a new special point

If you had a minus sign, yes.

If you have a minus sign on the outside on the left hand side... that means you flip it
