As the earth circles the sun, spinning, the tilted axis keeps pointing to the same spot... roughly toward the star Polaris. During summer, the north pole is pointing 23 degrees toward the Sun... this means that the Sun is higher in the sky in the temperate latitudes, and the Suns rays are concentrated on a smaller area of lang. During winter the pole is tilted 23 degrees AWAY form the Sun, and the SUn is lower in the sky, and its light is therefore spread over a much larger area from a lower angle. In summer the energy input for the sun is high, in winter it is very low.
