We know that D can't be it because the sum of x + 3 needs to be less than 12. D is asking for more than 15 and if we add it is not going to give you the correct answer. A good way can be to replace the appropriate number for x depending on what the expression is asking you.

C is not correct because if (let's say) we replace 10 for x (since 10 is greater than 9) we get the sum of 13. 13 is greater than 12. B is can be correct because x needs to be less than 9. Let's say that x is 8. 8 + 3=11 < 12

I don't think that it is going to be A because 10 is less than 11 and 9. If we do 9+3=12 and it will be equal, making 9 not it.
