An angle bisector just divides any angle into two equal angles. A perpendicular bisector is a bisecor the cuts the line into two equal parts. Look at the diagram.

CD is a perpendicular bisector of AB when CD is perpendicular to AB and divides AB into two equal parts, AD = DB. So a perpendicular bisector does two things; it is perpendicular to a line (causing a 90-degree angles) and it divides the line segment into two equal segments.
