i guess it could be B but since the denominator is \(2x+1\) you have to make sure that it isn't zero, so if \(2x+1\neq 0\) then \(x\neq -\frac{1}{2}\)

all they are adding is that the domain of the function does not include the number \(-\frac{1}{2}\)

because you cannot divide by zero, i.e. you cannot have a fraction with a zero in the denominator

if \(x=-\frac{1}{2}\) then \(2\times (-\frac{1}{2})+1=-1+1=0\) making your denominator equal zero,
if you try to divide by zero, you will explode and the universe will end
