I do believe that it is D. I considered A, but that is wrong because "offensive" is an opinion. If I followed Islam, a Christian might find it offensive. But public safety is not an opinion. It is a fact. My teacher once used the example that if your religion involves driving cars into a house, then it wouldn't be considered a religion or anything like that. Might I add that the first amendment (I believe) includes the words "peaceably" assemble. Meaning no guns, no violence. But only peacefully assembling.
