It was essentially containment, so I'd go with the second answer myself - the US policy to contain and challange communism. This usually involved finding allies in nations around communist strongpoints and boxing them in to check the spread of communism which is one of the reasons why the United States was so interested in countries like South Korea and Japan. It was like global chess, checking the moves of your opponent. In this case, the Soviet Union. None of the other answers make a lot of sense. Truman was a U.S. President so he had nothing to do with the Soviet Union's policies. And it certainly wasn't to go out and spread totalitarianism.

If this is talking about WW2, the United States didn't enter the war despite German aggression with their submarine fleet. We entered the war only after Pearl Harbor was attacked because isolationists wanted us to stay out, so the last two choices won't work. I'd probably go with the second choice -- that we felt compelled to enter the war because the Germans were targeting freighters/civilians supplying Britain and the USSR. Compelled, but we didn't jump right in just yet. As for the second question, that's a bit out of my expertise, but I would probably go with that they lacked cultural diversity. More white families moved into the suburbs while racism and a lack of opportunity confined many African Americans to the inner cities.
