well it means that you have (x -3) in the denominator.... and to have the "hole" or point of discontinuity you need (x -1) in both the numerator and denominator... ' to get a horizontal asymptote of y = 2 you well need the degree of the numerator and denominator to be the same... but the coefficient of the leading term in the numerator would need to be 2. hope this helps...
