I am not sure where your italics are, but we can break this down: "The motorist..." = Subject "...confused by conflicting directions..." = Interrupter, gives further information about what is happening at that time. It can be taken out, and the phrase would still be a proper sentence, but with less detail. "...lost his way." = Action, includes the verb and tells what the subject is doing.
