What would be the consequence if Constitutional rights, such as the freedom of speech, were without exceptions? Society as a whole would become more uncivil, belligerent, and rude. States would create and impose their own rules governing speech. The rights of the individuals would gain additional protections under law. The safety of communities or society as a whole might be put at risk.

This is a guess: The first choice would occur, and as a result the States would attempt to create there own rules, but would be prevented as it is a constitutional right. /Thus depending on how much hate and discontent was present within the society would determine if a attempt to introduce an additional "constitutional amendment" adding exceptions. The existing exceptions currently prevent slander, libel, and outright dangerous speech such as "shouting FIRE in a crowded theater."
