Is this an ambigous case for sine law Angle A = 39 Side c = 32 Side b = 45

I am able to get two different angles but in the answers there is only one unique triangle

Sine law would require at least one corresponding set of sides/angels. Try Cosine law perhaps.

When you know two sides and an included angle cosine law is the one to use to find the length of the third side. After that you can use the sine law to find a second angle and the find the third angle using the fact the three angles of a triangle add up to 180.
