FIRST ANSWER THAT I AGREE WITH AND MAKES SENSE GETS A MEDAL!!!!! The national government differs from state governments in that national government has limits to its powers the power to raise an army the power to collect taxes the power to make marriage laws

There are many differences between the state (local) and the national governments. For instance, the national government has the power to print money, declare war and establish an army. The state government has the power to conduct elections, establish local government and provide for public health.

I believe the answer would be the second option. "The power to raise an army".
