This seems like an epic simile, primarily because it uses the keyword "As" at the beginning. It is comparing a blacksmith's action to Odysseus' action, and doesn't seem to be very much like an allusion or one of the other options. However, that's just what I know, you may want to wait around for a more experienced person to lend a hand.
