When we speak of "percentage change," we're comparing the CHANGE to the original value of the quantity. If 75 decreases to 60, the CHANGE is 60-75, or -15. The percentage change is then [(-15)/75]*100%. Calculate that. Likewise, if 10 is increased to 35, the change to the original quantity (10) is 35 - 10, or 25. Find the percentage change by dividing 25 by 10 and multiplying the result by 100%. Try it.
