Arguably the third. Alexander was followed by the rise of Rome, which was not itself initially a kingdom, but had many of its aspects, including a much more limited form of democracy (especially for those in the provinces), governance over many cities, and the abandonment of the idea of federation. Rome turned by 1 AD into an Empire, and the imperial model was dominant in Europe thereafter for 1500 years or so, to some extent or other.

The only difficulty with this is that Egypt and Persia had always been kingdoms and remained so, while in the bulk of "barbarian" northern Europe the tribal model reigned. City-states were kind of unique to the history of the Greek peninsula and nearby Asia Minor, I'd say.
