Compare the numbers for example 0.1 > 0.01 0.02 < 0.04

It's the same principle. 0.25 is the biggest because of the 2 in the tenths place

Can you see that the 2 after the decimal is bigger than the 1 after the decimal?

Look at it that way it will be less confusing

it's easier to visualize if you line them over each other 0.1923076923 0.2307692308 You just keep going down the numbers places
