Why do naturalized citizens need to be able to read, write, and speak English? Citizens need to attend school where English is spoken. Government forms and procedures are conducted in English. Consumers must be able to speak English to buy property in the U.S. The law states that everyone must speak English in the U.S.
I'd probably go with the second choice, that government forms and procedures are conducted in English. Visit a court, police station, etc.. at any state or federal building and you can expect everything to be in English first. English is essentially the "common language" that most business transactions and government services are conducted in the US. Because of that, the other choices don't make much sense. Citizens don't "need" to attend school where English is spoken -- there are a number of bilingual schools in service already out there. Consumers also don't have to speak English to buy property here. China's been on a buying binge and you can bet that they have translators helping them out. There is also no law that says everyone must speak English (though there have been efforts by a few lawmakers to actually try and change that which has created a lot of controversy).
