Since the lines are perpendicular slope of the line should be -1/m and slope of the given is -4 so slope of the perpendicular line will be - _-1/4) = 1/4

Now we know the slope and also the points through which the line is passing that is (-16,-11) so we can write the equation of the line using formula y - y1 =m(x - x1)

y - (-11) = 1/4 ( x - -(16)) => y + 11 = 1/4 (x + 16)

4y + 44 = x + 16 => x + 16 - 4y - 44 = 0 => x - 4y - 28
