It's like this (27a^-9)^-2/3

and: 6x^(3/2)

OpenStudy (bibby):

\[6x^{3/2} = \sqrt{(6x)^3}\] exponents raised to other exponents are multiplied if I remembered correctly so\[(27a^{-9})^{-2/3}= 27a^{(-9)(-2/3)} = 27a^{6}\]
