Can anyone help a girl out???? Write an equation in slope intercept form that passes through (-2,1) and perpendicular to line y=-5x+2

Step 1 is to find the slope of the line you need. You have the slope of a perpendicular line (it's given in slope-intercept form), so all you have to do is take the negative reciprocal of that slope to have the slope of a perpendicular line. Step 2 is to use that slope along with the coordinates of the point you were given to create an equation for the line you need. Use the point-slope version of the equation of a line, which is y-y0 = m(x-x0), where y0 and x0 are the coordinates of the point you were given. Finally solve that equation for y and simplify the right side so that it looks like mx + b, and that's your answer.
