I'm a little confused on what the question is asking for. Looking at the problem, there is no choice that both 16 and 11 go in, so I am going to disregard the numerator. Looking at the denominator, I can see that 7 is the least common denominator that goes into both 14 and 21. I would say that 7 is your answer.
