Most of the population was made up of indentured servants, slaves, women, children, and the working class. Even so, policies were written mainly by white, male landowners. The other groups of people were mainly younger people and weren't of legal age to vote.

Think of the time when this was all happening. Slavery was big, woman didn't get as many benefits or respect as men, and kids were ....well in white groups well educated (males) unlike females. In other groups they were not. What is one huge similarity that the other groups had that made them considered non-white (besides their skin-tone).
