Distilled water is devoid of any solutes. It contains no additional gases, minerals, or contaminants. Would it be right to give a person an IV (intravenous) therapy of distilled water?

It could be administered into someone's blood through an IV - it just couldn't be administered without some pH balancing substance in it. Pumping raw water into veins would upset all sorts of osmotic balances and hemodynamic equilibria inside the person. Which is why when a physician administers intravenous fluids to a dehydrated person, for example, they always administer "saline" - which is water, salt and usually phosphate as well in very defined, carefully monitored concentrations.
