"Moving" actually acts as a noun in this sentence; it is the subject complement. "Will be" is a form of "is." "Will" is a helping verb which shows that the verb (be) is occuring in the future. "Be" is a linking verb, because it links "George" to "moving." D. There are two verbs here: "will" and "be." Again, "will" is a helping verb, and "be" is an action verb. The reason it is an action verb here and not in sentence C is that in sentence C, the idea is "George will move," and "move" (even though it doesn't here) can act as an action verb. In sentence D, "to be" is an action verb. Notice how you can replace it with other action verbs (I will come on time to the meeting). In sentence C you can't ("George will come moving" doesn't make sense). The word "be" is tricky; it takes a lot of practice to be able to determine what type of verb it is.
