If a line is drawn through y = 1, you can plot any points on x but the y point will always be a 1. This makes a straight, horizontal line. The change in y is 0 since y is always 1 and 1-1 = 0. Any fraction with a 0 in the numerator = 0, no matter what number is on the bottom, right? So if there is no change in the rise, the line is horizontal.
