Why are atoms neutral and have no overall charge?

because they have an equal number of protons and electrons.

Atoms aren't neutral and have no overall charge in general though. Generally the inert gasses AKA noble gasses are neutral and have no overall charge, but they're a rare exception. Alkali metals and halogens very easily ionize leaving you with Na+ and Cl- for instance.
