For mechanical waves, the medium (or the oscillating particles) have inertia. In a medium without inertia, a wave phenomenon would not be possible. On the other hand, there is no such thing as the inertia of the wave itself; The wave carries energy, but cannot be accelerated or stopped, like a massive moving object. For electromagnetic waves, there isn't even the need of a medium, so there is no inertia either.
